Like Russia, Ukraine maintains a Border Guard force that includes a naval component. Although it is a paramilitary organization with a national defense role, the Border Guard comes under the jurisdiction of the State Committee for Border Security. Its naval branch has missions similar to those of the US Coast Guard. Between 1992 and 1999 ensigns and flags of the Border Guard were based on those of the late Soviet Union: a green field with a canton of the national flag. The ensign also displayed the state coat of arms on a white disc. The jack was the national flag with a white disc bearing the trident emblem from the state arms. The commission pennant was green with the national flag at the hoist. In 1999 these flags were abolished being replaced by new designs. Flag Proportions: These Ukrainian Border Guard ensigns and flags (except pennants) were made in 2:3 proportions.
